Enabling Legislation

The host country passes legislation that authorizes the creation of special zones with autonomous governance.

In 2013, Honduras passed the ZEDE Law (Zones for Employment and Economic Development), creating a constitutional framework for autonomous zones with their own governance, taxation, and legal systems. This legislation enabled Próspera to establish the first modern charter city with world-class institutions.
