Próspera's mission is to enable wealth creation for everyone
Poverty is an absence of wealth. Good governance enables wealth creation.
Quality of governance directly predicts GDP per capita.
The ethnicity or geography of a country is irrelevant. What matters is governance.

Próspera works with governments to create zones with world-class governance
Enabling Legislation
The host country passes legislation that authorizes the creation of special zones with autonomous governance.
In 2013, Honduras passed the ZEDE Law (Zones for Employment and Economic Development), creating a constitutional framework for autonomous zones with their own governance, taxation, and legal systems. This legislation enabled Próspera to establish the first modern charter city with world-class institutions.
Special economic zones are a proven method
History's most successful economic transformations have been driven by special zones with superior governance.

Global Scalability

One governance framework, multiple jurisdictions

e-Próspera Platform
All government services digitized and accessible 24/7
Our profit-motive makes us develop efficient tooling to minimize bureaucracy
We're not allowed to increase taxes beyond 7.5% of GDP, so if we want higher profit margins, we have to minimize the number of bureaucrats we employ.
Lower overhead = better services at lower cost
What is good governance?
Three pillars that enable wealth creation and protect individual freedom
Neutrality & Predictability
Laws should be stable, impartial, and applied equally to everyone — not changed at the whim of politicians or sold to the highest bidder.
- No corruption
Transparent processes, no backroom deals
- Common law jurisdiction
Precedent-based law that evolves predictably
- Constitutional constraints
Charter limits what Próspera can do
Market Mechanisms
Competition and choice produce better outcomes than government monopolies. Let markets work where they work best.
- Regulatory insurance
Private insurers replace monopoly regulators
- Private arbitration
Fast, expert dispute resolution
- Exit rights
Freedom to leave keeps governance accountable
Limited Government
Small, efficient government that does less but does it well. Maximum freedom for individuals and businesses.
- Max 7.5% of GDP taxation
Constitutionally capped tax burden
- Land value tax funded
Efficient tax that doesn't penalize productivity
- Minimal prescriptive regulation
Outcome-based rules, not bureaucratic checklists
Zones sidestep powerful vested interests
Instead of fighting entrenched systems, we start fresh.
Existing systems
Decades of accumulated regulation, lobbying, and special interests
